The federal government tried to resettle refugees in towns across the country but enclaves formed in warm-weather areas: Los Angeles, Houston, New Orleans, and San Jose. Thousands of refugees, fleeing persecution and reeducation camps, arrived in the United States via Camp Pendleton, in Southern California.
